Abstract
This paper examines the reports of the Law Commission of India on the topic of the death penalty, with a focus on the 35th Report (1967) and the 187th Report (2003). The paper analyzes the arguments, data, and recommendations of the Commission in relation to the legal, moral, and social aspects of capital punishment in India. The paper also compares and contrasts the two reports and highlights the changes and continuities in the Commission's views over time.
